need help drafting plot outline of dark fantasy

I'm working on a dark urban fantasy that revolves around gods of death and was originally inspired by FF Versus XIII. So far I got notes down but I need help drafting the plot outline of the story.

Basically the main protagonist is a part of a Yakuza-like family who serve a patron god of death and are "blessed" with the ability to see End Lines, strands of life energy they can sever to instantly kill a person and sacrifice their soul for more power. The protagonist, however, desires to become a death god, just so he can have the chance to control the concept of pandemonium.

So there's more than one death god then? What's the setting like? Modern day? What exactly is pandemonium and why does the mc want to control it? What benefits do they get? What's the mc's personality? Are they a anti-hero? Severing End Lines sounds pretty overpowered. Do people have defenses against it? Does this power have any limitations? Where do you want to go with the story? Do you have a climax? An antagonist? A love interest?

1) The setting's based in modern day and it's inspired by Devil May Cry's dark fantasy feel
2) Pandemonium is basically the concept of chaos; the MC's lost a lot of people he cares for and he wishes to control the flow of chaos to prevent more loss, which is a contradiction to his religion of death.
3) His personality is that he's dark and brooding over his past experiences, and he conceals many secrets. He often speaks in a cryptic manner to people when he talks about his past, and he calls his traumas sins. Despite his cold personality, he's not uncaring; that's just how he is and he apologizes for false impressions.
4) He is very much an anti-hero.
5) There is a defense against it - there is an herb one can consume that'll disrupt the visibility of the end lines. And the power does have limitations - it can only be used five times in one day or the user risks having his own end lines unraveled.
6) I want to produce a single book with this, and probably a graphic novel script with this.
7) I don't have a climax yet
8) Yes I do; I have a rough idea of one
9) Yes there's a love interest - Morgiana, she belongs to a rival faction

A good way of approaching outlines is to have a concrete goal for the MC and build the story around that. He wants to be a death god? That could work, although you want to make it clear how one becomes a death god. After you have the process down, think of how the MC will attempt to reach their goal (hopefully fail a few times) and then keep fleshing out ideas. It's nice to have an ending in mind too, as in, a climax. Does he become a death god? If so, is it as fun as he'd thought it would be?
